I solved the issue.

In the WEB-INF/conf/axis.xml file I commented out the line that loads the
the addressing-1.4.mar

original:
    <!-- ================================================= -->
    <!-- Global Modules  -->
    <!-- ================================================= -->
    <!-- Comment this to disable Addressing -->
    <module ref="addressing"/>

change:
    <!-- ================================================= -->
    <!-- Global Modules  -->
    <!-- ================================================= -->
    <!-- Comment this to disable Addressing -->
    <!--module ref="addressing"/-->

That fixed it.
