Actually when you deploy a new service using the Admin service, Axis updates server-config *and* makes the changes effective immediately.

You only need to invoke the AdminClient when you want to deploy a new service. When you deploy a new service the Admin service updates server-config but these changes aren't effective until next time you boot the server. Regards.
