Class not found in admin

Hi

I am trying to start Axis admin using the following url 
http://194.162.153.30:8080/axis/servlet/AdminServlet


and it results in the error

java.lang.NoClassDefFoundError: javax/xml/rpc/namespace/QName
         at org.apache.axis.transport.http.AdminServlet.getEngine(Unknown 
Source)
         at org.apache.axis.transport.http.AdminServlet.doGet(Unknown Source)

I know the classes and jar's are available to resolve the QName class.  (I 
manually copied the files to the local directory).

However, it does not seem to be loaded?  Any resolutions?  I tried to 
search in the mailing archives for QName and found nothing.
