noticed the same problem when using Beta1, but it seems that the undeployment is
not fully implemented in this version. This problem has
been already mentioned in axis-dev by someone else, and apparently solved and
integrated in nightly builds ( http://marc.theaimsgroup.com/?l=axis-dev&m=101779647015611&w=2 ).

In Beta1, it appears that <undeployment> does not "take"
until the server is restarted. This seems like a bug,
because by contrast <deployment> does *not* require
a restart -- the service is added immediately to the
in-memory engine configuration as well as to the
persistent server-config.wsdd file.
Please correct me if I'm missing something, or if this
has been addressed in the nightly builds since Beta1.
(In fact, are the recent nightly builds to be preferred
to the Beta?)
