It's doing exactly what it's supposed to. What you're seeing in the tcpmon window is the raw SOAP Envelope, with the string encoded so it transmits properly. What you're printing to the console is a parsed version of the xml-encoded string--that is, the string of characters that all the escaped stuff resolves to when the SOAP Envelope is parsed by the client. The XML format checkbox in tcpmon is for pretty-printing.
