Plus, did security example work on yours? Which version of xmlsec.jar do you use?

It's the same problem I saw many people reported.
If the server-config.wsdd file is directly under WEB-INF, it's read-only. But if you don't have this file or the file is in the current user directory(where you issue the java command), it should be fine.
