 </operation>

instead of 

 <operation name="deleteUserInfo">
  <input message="tns:getInfoRequest" name="getInfoRequest"/>
  <fault message="tns:IllegalArgumentException"
name="IllegalArgumentException"/>
 </operation>

solved the problem. Where is definied that the first operation is
non-"oneWay" and the second "oneWay" ?
