You get that error because you haven't any server-config.wsdd file in the %catalinahome%/webapps/axis/WEB_INF/ directory. This file is automatically generated when you deploy some services with the org.apache.axis.client.AdminClient command, for example. This error won't avoid you to use services deployed instantly, such as the .jws files Try http://localhost:8080/axis/Calculator.jws?wsdl and you should see the .wsdl file
