These are the Unicode code points (U+00DC, U+00FC) for the characters you want. It doesn't matter what encoding you specify in your document. The encoding will influence the sequence of bytes you get out when you serialise the document (back to disk, for example). If you are using iso-8859-1, us-ascii or equivalent, you will get the bytes 220 and 252 respecively. If you are using utf-8, you will get two-byte sequences for each character. It shouldn't make any difference though as these will be interpretted the same way by the Axis XML parser.
