If you use the default configuration managers that Axis has then yes
it is persistent but you can develop your own for your own needs.
Some of the dynamic properties of Grid services might require some
specialized components for Axis but so far the only thing that I've come
across that might be problematic for Axis is the classloader.  When dealing
with dynamically deployed services the classloader needs to be a bit
more flexible and I expect Axis' classloader to change eventually, but
they're not there yet.
For now I believe you should be able to do most of what you want with
the current Axis structure but it will probably require to you write some
specialized components.

But, Web services that are created and deployed to Axis engine are
persistence. Grid services are transit and we need to support some sorts of
life cycle and service management. My experience with Axis is that Webs
services are persistence and I can not create and manage them dynamically.

I guess I should use Globus toolkit that conforms with OGSA standard.

I really appreciate to receive any idea, experience, advice and help in the
area of Grid computing with Web services.

I am involved in a network management project that I want to use Grid
computing with Web services.
