Hi Try IBM WSTK. It has samples for this. ( Federated Identity Demo, Encryption ) Systinet has code samples. Axis has got security samples in their download. Verisign has got a WS-Security implementation. .NET with WS-Enhancements provides security features.
They cover Digital Signatures, Encryption, etc. To read about these & example code u need to download & install these products. hope this helps.
