did you follow the link on startpage http://localhost/axis/index.html ? Reasure that you deployed your services corretly and that your server-config.wsdd is correct also. View Tomcat logs for possible exceptions while starting axis and follow the instructions on: http://ws.apache.org/axis/index.html installation. If you do so, it works!
