I've seen similar behaviour depending on the version of QName which is used.
If the QName class is a different version than the one supplied with Wsdl4J this happens due to a difference in the code.... The newer version of the QName source from JaxRPC throws an exception if the namespace is null, where the earlier version (supplied with Wsdl4J) accepted an empty string or null....
