Hello TomJun I think the problem is in your browser class path. I understand when you try to run the TCPMon you are getting the error java.lang.classNotFoundException: SOAPMonitorApplet.class".
If you try to start this from command line by setting in the CLASSPATH proper jar you should not get this error. There is already information in user guide on how to run the TcpMon.
