It doesn't support it now.

But that's a good question. Will it support it in the future. Per the
specification [1]:

"Due to their optional nature, it is NOT a requirement to implement the SOAP
Data Model, the SOAP Encoding and/or the SOAP RPC Representation as part of
a SOAP node."

Given the strong industry movement to use only document/literal, I'd say
that support for SOAP 1.2 encoding is pretty low on the priority list.
