Basic Autoentification problem

Hi
I use axis deployed uner Jboss. I put the users list under the WEB-INF
directory
and i tried /jboss/bin as well. 
When I call the service I got always:

Need to specify a user for authorization!

i have not a clue where the problem is, so helper is very appreciated
