I managed to run the sample.
You should carefully read the readme file inside the /samples/attachments folder
(expecially the CLASSPATH part).
The wsdl is missing from the folder and therefore it cannot be deployed
on the server. This is why you get that error. Remember that in
order to deploy a webservice you need at least the WSDD but not the
WSDL.
You can try to generate the WSDL against the EchoAttachmentService class.
