Oracle's JDeveloper has very good and useful profiling options. You can get it for free (only for development purposes - what else would you do with it?) at otn.oracle.com. Takes a little fiddling into, but is very powerful. It can profile down into any level, as long as you include the classes into profiling (see project settings-Profiler). As it has a built in embedded J2EE servlet engine, you can test, debug and profile Axis web services from inside the IDE.
