SoapService.class is both on it's own in the app folder, and in a jar (both in classpath).
I think this problem is more fundemental, as before i removed the AdminService and Version services from the wsdd, these also had the same problem. What do you mean when you say "have to mention with entire path in the server-config.wsdd"?
