I think the "multi-ref" serialization happens during encoding,
typically in case of rpc/encoded services. SAAJ Apis may be "local" in
the sense that they can only act on specific SAAJ objects but not
participate in an orchestrated "multi-ref"ing in global scope. Can
someone correct me if I'm wrong?
