And I'd assumed there should be 100% pass mainly because of the "Please run ant functional-tests and ant all-tests before checking in new code." rule in the "Axis Developer's Guide" (file:///D:/axis-1_2beta3/docs/developers-guide.html#General%20Guidelines). Given that rule I still don't really understand how your axis-rc1 suffers the same problem (although I'm glad it did).
