why can't generate client for this WSDL?

Hi all,

I obtain this error when trying to generate java client calling WS with WSDL 
which is attached. What is wrong, I am digging into int two days and don't see 
it. I am using Axis 1.2RC1. Thanks for help

java.io.IOException: Type {http://www.w3.org/2001/XMLSchema}ITEM is referenced 
but not defined.

Any hint will be appreciated, thanks.
