Not sure what you mean by Axis not supporting intermediaries. 

You can certainly route messages to and from Axis through
intermediaries. Typically today, most people use a web services
management (WSM) or enterprise service bus (ESB) product to implement
intermediaries. These intermediary products are typically configured
as proxies to a service, and the service endpoint is modified to point
to the intermediary.

WS-Addressing defines a standard mechanism to specifiy intermediary
routing information. this spec is currently being developed at W3C.

The Apache Addressing incubator project
(http://ws.apache.org/ws-fx/addressing/) is implementing support for
WS-Addressing.
