UDDIv3 would be better to use, but UDDIv2 gets the point across.
Systinet markets a UDDIv3 registry that can be used on an evaluation basis. While not free, it is a good registry and one of the earliest to support v3 of the spec. See http://www.systinet.com.
The Novell registry is free with source, but, as you noted, Novell's Forge team is slow in getting to UDDIv3.
You can also use IBM's test UDDI registry, which is v3 compliant I believe.
