What you should look for in a host is indeed modperl, and ask them if you can 
customize the hosting sufficiently to get AxKit to work in it. There are a 
number of modperl hosts (can't recommend any though, I host myself) but I 
believe there's a list on the modperl site (perl.apache.org) and I guess 
people on the modperl list might be helpful on that topic.
