I already explained my error - besides being impatient as it takes 10 secs for the sockets to set up on this old textbox. But for the record - this is a BSD/OS thing and chrooted even. You need to update login.conf and do a cap_mkdb for it be effective on the next startup of a process with that account - but this is tweaky, since sysdefaults can't be overrided, you need to be 'login' aware and under chroot it doesn't always work that well.
