This is already possible today, specify your encoding (KOI-8?) in the xmldecl,
like this:
<?xml version="1.0" encoding="KOI-8"?>
It may be, though, that you need a character map for your encoding, because
libxml comes with very few encodings. Read the manual of libxml to see how to
install new encoding maps.
This feature I talked about will allow you to store files with cyrillig names
and process URLs with cyrillic characters reliably, working around the
current browser situation (you cannot blame them - there is no standard yet
about how international chars in URLs should be encoded). Internally to axkit
(in perl modules, e.g. taglib code) you will always get and use UTF-8 encoded
strings, the translation will be done by this new feature.
