Am I right that this means you can't process an XSP page without passing it through a stylesheet, whether it be XSLT or XPS. I was hoping to be able to just view the XSP output without using a stylesheet (for the time being)

Your problem is that nothing is defining a mapping to XSP for your setup. Try adding AxLogDeclines On, and you'll see what the problem is. Basically you need either AxAddProcess or an xml-stylesheet PI to define the mapping to the XSP processor.
