Workaround for CGI usage?

Hi, 

I want to use XML as easier way to a database than db_file, but I
want it to work as a CGI and not through Apache (to be true, I want
to use it on a hosted website with CGI enabled) 
Using AxKit.pm it's possible, but there needs to be some modifing to
make it understand it's under a CGI and not under apache.
Anyone know how
