As much as I remember about Win32 (it's been a long time) this summary
seems accurate to me, and probably points to the problem.
Otherwise, if you want to stick with ActivePerl, there should be a PPM
packge of XML::LibXML, which may eliminate the need for Cygwin. Not
sure about AxKit, though - you could try searching with the ppm shell.
I believe Randy Kobes' ppm archive has an (older) AxKit there.
