Whoa.

Instead of using apachectl restart, I tried apachectl stop and then start, and it started working. I now have the Wiki working on OS X 10.2.3

Thanks for the tip. I added
PerlSetEnv PERL5LIB /sw/lib/perl5:/sw/lib/perl5/darwin:$PERL5LIB
to my httpd.conf and that worked. Now I have this:

Now that's just weird. I've restarted apache, and look at this:

woodside% nm CharsetConv.bundle | grep do_conv
00001030 T _do_conv_axkit
