in XSLT,
document(foo.xml, .) will work relative to the source document document(foo.xml, document('') ) will work relative to the XSLT in question

No, you have the right way, except that the second one is uselessly complex and can be written as document("foo.xml") as that's the default. You also need to quote your URIs.
