I think the problem lies within Red Hat's Perl and its unicode support. There are some infos about it on the web (like https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=87682).
I am using Red Hat 9 with a "clean" perl installation and it serves "the usual stuff" like a charm. So it is rather up to the Red Hat developers to fix this.

Oh, and this release does nothing to try and fix people's problems wit RH9 I'm afraid - so you may have to wait for 1.6.3 or 1.7 to get fixes in for that, if we can figure out what's broken.
