I've just closed this bug, as I found out what it was. 

Funnily, the Server string of the apache-perl package reported mod_perl 
twice. That's something I noticed a very long time ago, but I really 
didn't understand what it meant before noticing bug #215748 ten minutes 
ago:

Well, it turns out that in earlier versions of apache-perl, it would 
load mod_perl as DSO by default in _addition_ to it being statically 
linked. When I removed the mod_perl DSO, it worked!

For those who have wondered and for reference for future googlers, if 
you use Debian's older apache-perl package, make sure you disable the 
mod_perl DSO. 
% modules-config apache-perl disable mod_perl
should do the trick. 

But then, it is also a good idea ot heed the advice that it doesn't win 
you much.
