I wondered this myself, but after I had a hard time getting PassiveTex to do what I wanted, the reason became less important than "how do I get my document to render properly?" Consequently, I blatantly ripped off the PassiveTex Apache module and made AxKit::Language::Language::FOP. If anyone else would like it, I could release it as a CPAN module.
