The approver is only used so that Unity can choose to put some of the 
application indicators into the Unity launcher.  We needed some way to know 
which ones Unity was stealing.  So the workflow is that the applications will 
register like normal and there is a possible approver there.  The approver can 
then grab the application so that it doesn't show in the panel.  As far as the 
application is concerned there is no difference.  It is then the approver's job 
to handle that application and it's menus.  In the Unity case this would be by 
showing it, along with its menus, in the Unity launcher.
