USC 1.0 and later use the X-AppInstall-Keywords: field for this. For a couple of years now, I have wished for a feature in Launchpad where people can see what the current metadata is for a package (and whatever .desktop files are inside it), and fill in fields to suggest better metadata: title, description, keywords, icon (if you're an artist), primary category and subcategory (as shown in USC), secondary category and subcategory, and other debtags.
