I think there is some confusion here: what KDE is pushing right now is a specification for what is often called a systray: an area in the desktop where applications can show icons. These icons can respond to click events to trigger actions or show a popup menu. This specification has nothing to do with notification bubbles like the one from knotify or notify-osd. The KDE implementation is called libknotificationarea, which is a bit misleading. Aaron Seigo already asked for ideas on a less ambiguous name.
