Although I think an application like this one's usefulness or redundancy (Gnome-Do, Launchy, Katapult, etc) is up for debate, your design skills would be what to bring to the table on Ayatana's development. Your application utilizing what Ayatana makes available is a different task than this discussion.
Basically, before your app can utilize the notification system, this team (or the core team I should say) needs to develop the notification system in its entirety. Then you can look at building your app to work with the API the team provides.
