Windows does this in a better way using the :
*Background Intelligent Transfer Service technology* [BITS] ,

Downloads dont occur when you are using the connection and pauses when
connection is lost and it auto resumes.
So the user doesnt have to bother at all...

Something like this can be implemented .

 in Ubuntu too the "pausing" occurs but the "Could not download error"
occurs and it warns the user... and the remaining packages can be
downloaded by retrying... this could be done automated by the system
itself...
