I'm guessing the idea is that these indicators aren't paired with notification bubbles. Maybe that's something to take into consideration... if you're going to push for a new protocol to describe progress, you should probably consider how the "completion" of progress interacts with the notification system. (I'd argue the notification system and the indicator should be *very* tightly integrated, but that's increasingly outside the scope of this thread ;) )
