I'd absolutely agree. It's the first option I change when I install 11.04. Forcing backlight by default leaves the Unity bar looking very clustered and busy, lots of excessive colors that turn into a mess visually. With the toggling enabled, as Bartosz mentioned, it gives the user an idea of which applications are open at a glance and reduces the cluttered feel of the bar.
