I agree. Although as other have said this is already there to some extent, I do think a basic install and then directly into a way to expand it to suit your needs would be good. I feel the 'one default system fits all' approach makes Ubuntu look much like some other commercial offerings. The software centre is a important part of what makes Ubuntu different, and introducing new users to it on the first boot is important.
