I just had this same thought. If the indicator icon glow-pulsed for the duration of the notification bubble, that would seem to link the two pretty clearly. Two difficulties with this: 1) If there are notification bubbles from different applications, it won't be clear which bubble is associated with which icon. 2) Not all applications that use notification bubbles have an indicator icon, so the behavior would be inconsistent and disorienting when nothing pulsed.
