El 100 % de los paraguayos sabe algo de guaraní. El 90%, lo habla. El 60% de hogares son de lengua guaraní. El 30% de paraguayos sólo habla guaraní. Y a pesar de todo ello: la administración no funciona ni ha funcionado nunca en guaraní y además hay funcionarios que ni entienden ni hablan guaraní; las leyes no se publican en guaraní; la escuela no garantiza el aprendizaje universal para toda la población de guaraní, castellano y una tercera lengua; la información al consumidor (alimentos, medicamentos, productos fitosanitarios, electrodomésticos, etc.) no está en guaraní; no existe un ente normativo de la lengua guaraní; no hay una TV en guaraní para toda la población, etc. 2) El guaraní es lengua oficial de todo Paraguay y para toda la ciudadanía paraguaya desde 1992. 3) Desde finales de 2006 el guaraní es lengua oficial del Mercosur. 4) Existe el compromiso de facilitar en las lenguas originarias de losEstados Parte del Mercosur: “la información sobre el Mercosur y el proceso de integración en general”. En este contexto de centenaria, reiterada y muy grave violación de derechos humanos y derechos lingüísticos, Sr. Presidente, nos gustaría preguntarle: 1) ¿Qué medidas prácticas -y con qué dotación presupuestaria- va a adoptar el Gobierno de Paraguay (la administración, el MEC, la Comisión Nacional de Bilingüismo) para erradicar el “apartheid lingüístico” paraguayo, en todas sus manifestaciones y formas, contra el guaraní, contra el 1 de cada 3 paraguayos/as, contra 2 de cada 3 hogares paraguayos, y contra todos los paraguayos/as que hablan guaraní? 2) ¿Qué hará el Gobierno de Paraguay para dotar de contenido la oficialidad del guaraní en el Mercosur? ¿Dónde estará el guaraní? ¿Cómo se lo dotará de valor económico? 3) ¿Qué hará el Gobierno de Paraguay para convertir el guaraní en lengua de trabajo del Mercosur al lado del castellano y del portugués? Sin esta condición de lengua de trabajo, la oficialidad del guaraní en el Mercosur es poco más que papel mojado. Nos gustaría recordarle, Sr. Presidente, que la Unión Europea tiene 23 lenguas de trabajo y muchas de ellas (maltés, irlandés, esloveno, letón, lituano, estonio, eslovaco, danés, finés) con menos hablantes que el que guaraní, que es hablado por entre 7 y 12 millones de personas. 4) ¿Qué se hará para dar cumplimiento a este compromiso de facilitar en las lenguas originarias de los Estados Parte del Mercosur: “la información sobre el Mercosur y el proceso de integración en general”? Amamos a nuestro país, por ello detestamos la injusticia y aborrecemos el menoscabo de la lengua guaraní. Queremos justicia. Queremos que se acabe con el “apartheid lingüístico”. One hundred percent of Paraguayans know at least some Guaraní. Ninety percent of the population speaks the language. Sixty percent of all Paraguayan households speak Guaraní. Thirty percent of the population only speaks Guaraní. Despite all these figures, the administration does not work and has never worked in this language. What is more, there are civil servants who do not understand or speak Guaraní, laws are not published in this language, schools do not guarantee universal teaching in Guaraní, Spanish and a third language, consumer information (food, medicine, phytosanitary products, household appliances, etc.) is not available in Guaraní, there is no regulative body for the language, no national TV stations broadcast in Guaraní, etc. 2) An official language in all of Paraguay and of all Paraguayan citizens since 1992. 3) An official language of Mercosur since the end of 2006. 4) A commitment to provide “information regarding Mercosur and its integration process in general” in all of the origin ary languages of the Mercosur member states. Given this context, with centuries of reiterated and deplorable violations of human and linguistic rights, Mr. President, we would like to pose the following questions: 1) What practical measures – and with what endowment – will the Government of Paraguay (the administration, the Ministry of Education and Culture, and the National Commission on Bilingualism) undertake to eradicate all forms and manifestations of the Paraguayan “linguistic apartheid” suffered by the Guaraní language, by one out of every three Paraguayans, by two out of every three Paraguayan households and by all those who speak Guaraní? 2) What will the Government of Paraguay do to give the official status of the language in Mercosur a practical meaning? What place will Guaraní occupy? In what ways will it be given economic value? 3) What will the Government of Paraguay do to make Guaraní a working language, just as Spanish and Portuguese are now? If Guaraní does not become a Mercosur working language, then its status as an official language will be little more than an empty promise. We would like to remind you, Mr. President, that the European Union has 23 working languages, many of them (Maltese, Irish, Slovenian, Latvian, Lithuanian, Estonian, Slovak, Danish and Finnish) with fewer speakers than the Guaraní language, spoken by between 7 and 12 million people. 4) What will be done to ensure that the commitment to provide “information regarding Mercosur and its integration process in general” in all of the originary languages of the Mercosur member states is observed? Mr. President, for many years the Paraguayan society has been oblivious to the Guaraní language and to the brutal violation of the most basic linguistic rights of million of Paraguayans. For too long no one dared to call Paraguay’s “linguistic apartheid” by its name. For what is being done to Guaraní in Paraguay is exactly that, “linguistic apartheid”. For years, those who have benefited from this unjust situation (whether they speak Spanish, Spanish and Guaraní, and/or other languages) have kept silent and turned the other cheek. For too long, the media has supported this apartheid by not reporting its reality, thus preventing a true democratisation of the country and stopping millions and millions of Paraguayans from being socially, economically, intellectually and politically active. However, Mr. President, the present situation of concealing and denying the fact that Guaraní is being discriminated has reached its end. The international community has begun to take notice and interest in the grave violation of linguistic rights of millions of Paraguayans. There is no doubt that if the necessary linguistic, legal and social reforms are not carried out in the Republic of Paraguay, this will be denounced in international human rights courts. We love our country and for this reason we detest injustice and are infuriated by the damage done to the Guaraní language. We demand justice. We demand the end to this “linguistic apartheid”. We want to be able to live in Guaraní in our country, as well as speak Spanish and other languages.
