Here is the Obit from the Modest Bee found at Ancestry.com Historical
Newspapers Collection . No luck with which island. I tried to find Lucy's in
the Oakland Tribune. but that month is not available. A microfilm micht have
it. I would guess the original name spellings to be
Jose Faustino and Luzia Neto. It is likely that she did not use the surname,
but was Luzia de Conceicao, or de Jesus , da Annunciada etc.

 I saw this family on the 1900 and 1920 censuses. Do you have those?

Also, Joseph Jr's draft card from 1918 shows his birth date(7 October
1899) as different than the 1900 census ( Feb 1898) It shows him as a self
employed Dairyman in Los Banos
