All, The reason that I ask is that I am in Washington DC. I called Immigration Services and they gave me a phone number for the FOIA HQ, which was in Montana, however there is also an office in DC, about 3 blocks from my work. If it is like some other government buildings they won't let you on the premises without an appointment, but I am going to call the Montana office again today to see if any of the A-files are held here in DC.
