David, I am not aware of Luís Manuel Conde Vieira Pimentel but if your looking in the area of Praia, I know of an individual that is not a genealogist but is an American who moved there and married a native who can take direction and do the research as you direct. She was very reasonable and helped me a lot about 11 years ago. I used her for about 6 months and she hooked me up with relatives there and we finally took a trip there to meet my family and her. She isn't into genealogy but at that time anyway, she was willing to help and did. She and her husband would also translate the documents for me.
