Hi Betty, Ponta Delgada is a city and the capital of the Azores. Although it is no where near as large as cities in North America, it is classified as a city, if my memory serves me correctly. Ponta Delgada is in the council (county) of Ponta Delgada too. That council looks as if it covers the western 1/3 of the island.
Due to geography, most people leaving from the port of Ponta Delgada came from Sao Miguel or Santa Maria island. But I've see other islands listed in the passaportes too. I guess if you needed to migrate and the next ship was Ponta Delgada, you got over there no matter what island you were on. But I bet that 95-98% of the people leaving from Ponta Delgada were from Sao Miguel or Santa Maria. Keep plugging away Betty.
