Good morning Pat,
 
I can only speak for Ireland (where regardless wether you have Citizenship or 
not) if you reside and work in Ireland you pay Taxes to Ireland. Ireland and 
The US have a Tax agreement.. However, an American Citizen residing in Ireland 
whether a Citizen or Resident of Ireland must file US Tax returns every year. A 
resident or Citizen who earns income in Ireland must report all earned income 
to the IRS the same as if one was living in the U.S.
Every European country has different Tax agreements with the United States. If 
you have any questions regarding Ireland you can email me off-list as this list

Pardon my ignorance but may I ask....Having duel or more citizenship  are you 
required to report all your foreign income on your US taxes?  I assume as a US 
citizen you do file.   Are you required to file also in the foreign country 
even though you may not be required to pay?  Just wondering!!
